The letter writer asks how much of each dollar donated to the Red Cross goes to those in need. The answer is 92 percent. The Red Cross receives a very high rating for financial responsibility and accountability from Charity Navigator, the independent organization that tracks such matters.
In short, the Red Cross is a very efficient organization, spending only 4 cents on the dollar for fund-raising and another 4 cents for administration.
